Tokyo Metropolitan Police conducted simultaneous raids last Sunday on 17 establishments suspected of using high school girls to offer “relaxation services” to customers, yielding 76 girls under 18 years of age who were promptly taken to protective custody.
The establishments, commonly called “JK rifure” from “joshi kosei” or “high school girl”, offered clients massages from high school girls and allowed them to sleep with the girls in a private room. The police raided such establishments in the entertainment districts of Shinjiku, Ikebukuro, and Akihabara. The police were able to find 115 female employees below the age of 22, 76 of whom were under-aged. The youngest girl was 15 years old. The searches were made by the police juvenile affairs division on suspicion that the businesses were violating Japan’s Labor Standards Act regarding harmful employment.
The police said that while no arrests were made following the raids, they were building cases against the managers of the establishments. Authorities said that such “relaxation” establishments have started appearing rapidly cross the country. There are approximately 80 such establishments in central Tokyo alone, most of which are located in Akihabara. Police suspect that these high school girls are drawn in by friends who entice them with income reaching 20,000 yen (US$220) per day.
